Welcome to Winters, Coach Pannell!
We are excited to announce Ryan Pannell as our new Athletic Director and Head Football Coach! Coach Pannell brings 10 years of exceptional experiences coaching multiple sports and teaching numerous subjects. His desire is to lead through servant leadership, work in a team setting, and contribute to the overall school environment.. He is passionate about mentoring young people both in the classroom and in the athletic setting. We look forward to his involvement and leadership both at the district level and in the community.
*Career Highlights*
Coach Pannell started his career at Dumas High School in the Spring of 2016 and taught one semester of Special Education while serving as an assistant baseball coach. The following school year he moved to his hometown of San Saba to coach with his father (the current AD/HFC at that time) and work with his family. He was an assistant football (QB’s), assistant basketball, and head baseball coach during the 2016-2017 school year in which he learned valuable lessons that he carries with him throughout his professional life to this day. The following two school years He coached at Santo High School near Weatherford and served as an assistant football coach (QB’s, FB’s, Safeties), JH girls basketball coach, head baseball coach, and many other positions from route bus driver to powerlifting wrapper and more. These two years were nose to the grindstone work that he will never forget. From 2019-2021 He returned to Dumas High School and served as the QB’s coach and head baseball coach. That experience was incredible as they had a football record of 25-3, and he successfully ran a large 4A baseball program. Also, in this time that they had the highest scoring offense in Dumas HS history two years in a row as well as the winningest quarterback in Dumas HS history. He then relocated to San Antonio to be near his wife (girlfriend at the time) and was fortunate to work at the prestigious Ronald Reagan High School. He was able to coach Quarterbacks and Baseball one season, and Offensive Line and Girls Basketball the next season. Coaching at the highest level of 6A football was a wonderful learning experience. He is leaving the position of Assistant Head Football Coach and Assistant Track Coach at Sonora High School to join the Winters Blizzards!
*Personal & Community*
Coach Pannell, his wife, Logan and their son, Britt will be moving to Winters this summer. He states that his wife is the perfect coach's wife and shares his dream of leading our district as a Head Football Coach and Athletic Director. They want to settle down in a small West Texas community like Winters to raise their family, which they know will be centered around sports! Coach Pannell describes his wife an incredible asset to him and has no doubt she will help make a difference in a school and a community.
Let’s give a warm welcome to Coach Pannell and his family as they arrive in our community to lead us with the “We” versus “Me” philosophy of Winters ISD Athletics. Our district is blessed with a coaching staff who cares about our students and works above and beyond to support them to excel on the field as well as in the classroom. We are forever grateful to Coach McCarty and his family for all that they have done for our district and the community. We want to wish him well on the next chapter of his journey to New Home and have no doubt that he will have a positive impact there, just as he did in Winters. Now, let’s get behind Coach Pannell and the coaching staff to support their vision and growth for our athletic program.

Texas law requires school districts to distribute information to parents and guardians about the safe storage of firearms. The attached information will help you learn about options for, as well as how to talk to your child and others about, the safe storage of firearms.
It is unlawful to store, transport, or abandon an unsecured firearm in a place where children are likely to be and can obtain access to the firearm. Under Texas Penal Code 46.13, a person commits the offense of making a firearm accessible to a child if the child gains access to a readily dischargeable firearm, and the person with criminal negligence:
Failed to secure the firearm, or left the firearm in a place to which the person knew or should have known the child would gain access.
The penalty for allowing a child access to a firearm can range from a Class C misdemeanor (punishable by a $500 fine) to a Class A misdemeanor (punishable by a $4000 fine, a year in jail, or a combination of the two).
Texas exempts the purchase of firearm safety equipment from Texas Sales and Use Tax.
You can learn more and find additional resources from the Texas Department of Public Safety at https://safegunstoragetexas.com.
