Highly Qualified Teachers

The No Child Left Behind Act of 2001 states that any teacher hired after the first day of the 2002-2003 school year to teach in a Title I A program must be "highly qualified". In addition, the law requires all local educational agencies to have a plan to ensure that all teachers in the LEA teaching in core academic subjects are "highly qualified" by the end of the 2005-2006 school year.

Winters ISD strives to hire highly qualified teachers and each year submits a report to the Texas Education Agency. Results from each year's report is available in the district Annual Report.

As a parent of a student in the Winters Independent School District, you have the right to know the professional qualifications of the classroom teachers who instruct your child, and Federal law requires the school district to provide you this information in a timely manner if you request it. Specifically, you have the right to request the following information about each of your child's classroom teachers:

  • Whether the teacher meets the state qualifications and licensing criteria for the grades and subjects he or she teaches.
  • Whether the teacher is teaching under emergency or provisional status because of special circumstances.
  • The teacher's college major, whether the teacher has any advanced degrees, and the field of discipline of the certification or degree.
  • Whether paraprofessionals provide services to your child and, if so, their qualifications.
